For the purpose of this market, a "visit" is defined as Zelenskyy physically entering the terrestrial or maritime territory of the listed country. Whether or not Zelenskyy enters the country's airspace during the timeframe of this market will have no bearing on a positive resolution.

The primary resolution source for this information will be official information from the government of Ukraine, official information from Zelenskyy, or information released by his verified social media accounts; however, a consensus of credible reporting will also be used.

Will Volodymyr Zelenskyy visit Russia in 2025?

This market will resolve according to the location of the next meeting between Volodymyr Zelenskyy and Vladimir Putin between August 18 and December 31, 2025, 11:59 PM ET. If no meeting takes place by December 31 ET, this market will resolve to "No meeting by December 31".

A meeting is defined as any encounter where Zelenskyy and Putin are both present and interact with each other in person.

This market will resolve to "Yes" if a deal in which Ukraine agrees to cede any territory under its control at the time of the agreement is reached between the Russian Federation and Ukraine by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to “No”.

The deal must be a publicly announced mutual agreement or otherwise confirmed by an overwhelming consensus of credible reporting.

This market will resolve to “Yes”  if, Ukraine signs any written instrument (e.g., treaty, ceasefire/armistice, framework/“roadmap,” exchange of letters, or mediated agreement text) that: (i) includes both Ukraine and the Russian Federation as parties, and (ii) either ends hostilities/establishes a ceasefire or commits both sides to a defined process toward ending the war (i.e., stated objective of peace/normalization plus principles, steps, and/or a timetable) by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to “No”. 

Only Ukraine’s signature is required; Russia’s signature or ratification is not.

Localized, temporary, or issue-specific arrangements—such as airstrike-limitation or deconfliction protocols, humanitarian pauses, evacuation corridors, prisoner-exchange or trade/export arrangements, border/DMZ adjustments, or ceasefires limited to a particular sector/front/municipality—will not qualify.

For the purposes of this market, major cities under Ukrainian control include the following: Kramatorsk, Sloviansk, Kostiantynivka, Druzhkivka, and Pokrovsk.

A qualifying buffer zone does not need to cover a minimum geographic area, nor require the withdrawal of all categories of weapons or personnel. It is sufficient that the agreement explicitly demonstrates mutual intent to suspend offensive military action within the designated zone, for example, by stipulating the withdrawal of heavy artillery, armored vehicles, etc.

This market will resolve to “Yes” if, according to the ISW map, Russia captures the intersection between Zinenka vulytsia and Ternova vulytsia located in Velykomykhailivka by October 31, 2025, at 11:59 PM ET.

The intersection station will be considered captured if any part of the intersection is shaded red on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. If the area is not shaded red by October 31, 2025, 11:59 PM ET, the market will resolve to “No”.

This market will resolve to "Yes" if there is a military encounter between the military forces of the United States and Russia between May 28 and December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

A "military encounter" is defined as any incident involving the use of force such as missile strikes, artillery fire, exchange of gunfire, or other forms of direct military engagement between U.S. and Russian military forces. Successful Ukrainian counterattack in Donbass by September 30?

On August 15, 2025, U.S. President Donald Trump and Russian President Vladimir Putin met in person at Joint Base Elmendorf-Richardson near Anchorage, Alaska, for a summit focused on potential peace terms in Ukraine. 

This market will resolve to "Yes" if Vladimir Putin meets with Donald Trump on a separate occasion from the August 15, 2025 meeting by by the listed date (ET).  Otherwise, this market will resolve to "No".

Encounters that are part of, or a continuation of, the August 15 meeting will not qualify, even if they occur on a different day (e.g. August 16).

A meeting is defined as any encounter where both Putin and Trump are present and interact with each other in person.

The resolution source will be a consensus of credible reporting.

Will Trump meet with Putin by December 31?

This market will resolve to "Yes" if the Trump administration officially announces that they will be sending US troops to Ukraine as part of a peacekeeping force by December 31, 2025, 11:59 PM ET. Otherwise this market will resolve to “No”.

A qualifying announcement must be part of a formal agreement between the United States and another country or international organization or otherwise indicative of a formalized policy.

Announcement which are statements of intent, contingent, or otherwise are not indicative of a formalized policy will not count.

Trump agrees to send U.S. peacekeeping force to Ukraine?

This market will resolve to "Yes" if the European Union officially imposes new sanctions of any form against Russia between August 25 and September 30, 2025, 11:59 PM ET. Otherwise, this market will resolve to "No".

Sanctions could include measures like tariffs, trade restrictions, financial penalties, diplomatic expulsions, travel bans, restrictions on specific individuals, or any other actions that are commonly recognized as sanctions.

Sanctions against Russian citizens or entities which do not directly target the Russian state or members of the Russian government will not qualify.

The passage of an official act authorizing sanctions on Russia within this market's timeframe will count toward a "Yes" resolution, regardless of if/when the sanctions come into effect.

Only the imposition of sanctions on Russia by the EU as an entity will qualify; if individual member states of the EU apply sanctions against Russia (e.g., France imposes novel trade restrictions on Russia unilaterally), it will not be sufficient to resolve this market to "Yes".

The primary resolution source will be official information from the European Union, however a consensus of credible reporting may be used.

This market will resolve to “Yes” if, according to the ISW map, Russia captures the intersection between T-05-15 and Shakhtarskoi Slavy vulytsia located in Rodyns'ke by September 30, 2025, at 11:59 PM ET.

Will Russia capture Rodynske by September 30?

This market will resolve to "Yes" if an official agreement on nuclear arms control or strategic nuclear weapons limitation is reached between the United States and the Russian Federation between August 14, 2025 and December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to “No”.

Only agreements that are publicly announced and acknowledged by both the U.S. and Russia will qualify. The agreement must pertain to nuclear arms control or limitation—such as a treaty, framework, or memorandum—addressing matters including (but not limited to) nuclear warheads, delivery systems, verification mechanisms, or strategic stability.

An extension, amendment, or replacement of the New START treaty will qualify, provided it is publicly announced as a concluded agreement by both parties within the time frame. Exploratory discussions or stated intent to extend without a finalized agreement will not qualify.

Agreements that include both the United States and Russia as named parties—whether bilateral or as part of a broader multilateral framework—will qualify, provided the agreement directly addresses nuclear arms control.

The agreement does not need to be ratified or implemented for this market to resolve "Yes"; a formal announcement of a concluded agreement is sufficient.

Will Russia capture Slovainsk in 2025?

This market will resolve to “Yes” if the United States formally commits to giving Ukraine a security guarantee, defined as a publicly announced and mutually agreed deal between the Trump administration and the Government of Ukraine which creates a binding obligation for the United States to defend or directly intervene on Ukraine’s behalf, by December 31, 2025, 11:59 PM ET. Otherwise, this market will resolve to “No.”

A qualifying “security guarantee” requires language that is equivalent in character to a NATO Article 5–style mutual defense commitment: the United States must commit to responding militarily if Ukraine is attacked, or otherwise guarantee Ukraine’s defense through binding defense obligations. Examples of qualifying language include commitments modeled on the US treaties with Japan, South Korea, or the Philippines, or NATO's Article 5 instrument, which obligates the United States to “act to meet the common danger” through military force if an ally is attacked. Cooperative frameworks, capacity-building measures, consultative mechanisms, or nonbinding pledges will not qualify. 

Examples of non-qualifying arrangements include the June 13, 2024 US–Ukraine bilateral security agreement, the Taiwan Relations Act, or G7/EU “security arrangements” that provide support or consultation but stop short of binding defense guarantees.
